Labette Center for Mental Health Services, Inc. (LCMHS) is a licensed mental health facility in Labette County, Kansas.

Established in 1979 with a small team of three, the Center has since expanded its services and staff to better serve the community’s evolving needs. 

Its mission is to offer hope and facilitate positive change by providing education, support, and comprehensive mental health services.

1. Emergency Services

2. Adult/Pediatric Psychiatry

All appointments are done via tele-video for convenience. They also have a Registered Nurse (RN) and a Registered Medical Assistant (RMA) on-site to help with medical needs.

For adults, they treat various mental health issues and manage medications. For children and teens, they provide specialized care. 

Labette Center also helps those who can’t afford their medications by offering assistance to obtain indigent medicine, ensuring everyone gets the treatment they need.

3. Outpatient Therapy

The center provides free gambling addiction treatment for Kansas residents, including gamblers, their families, and others affected. 

The state pays for all outpatient and residential care, so there are no costs to you. 

Gambling disorder includes issues like a strong urge to gamble, betting more often, gambling to escape emotions, and lying about it.

Team of Professionals At Labette Center

Labette Center for Mental Health boasts a dedicated team of mental health professionals who are committed to providing excellent care. Below is a list of the team members:

1. Executive Team

1.1 Matt Atteberry, LSCSW, Executive Director 

Matt Atteberry, LSCSW, has been with LCMHS since 1990, initially working as a therapist for adolescents. 

He earned his Bachelor’s in Psychology from Kansas State University and a Master’s in Social Work from the University of Kansas, along with further training in child and family therapy from the Karl Menninger School of Psychiatry. 

Before his time at LCMHS, he gained experience working with at-risk teens in Seattle. Atteberry took on the role of Director of Children’s Services in 1995 and became the Executive Director in 2002. 

He is actively involved with the National Association of Social Workers and the Association of Community Mental Health Centers of Kansas, where he has served as President.

Additionally, he became a certified Mental Health First Aid instructor in 2011.

Residing in Parsons, Kansas with his wife, Pam, Atteberry participates in local organizations such as the Parsons Rotary Club and volunteers with youth programs.

1.2 Misti Mustain, LMLP, LCAC, KCGCII – CCBHC Director

Misti Mustain, LMLP, LCAC, KCGCII, currently serves as the CCBHC Director at LCMHS. 

She started with the organization in 2000, working initially as a case manager and counselor within the Substance Abuse Program before advancing to the role of Coordinator..

By 2008, she was named Community Support Services Director, and in 2012, she took on the role of Director of Specialty Services, managing both adult and child programs. 

In 2013, she was promoted to Director of Clinical Programs, overseeing outpatient and specialty services. 

Mustain has a Bachelor’s and Master’s in Psychology from Pittsburg State University and holds licenses as a Master Level Psychologist and Clinical Addiction Counselor, along with certification as a Gambling Counselor. 

She has also been active with the Leadership Labette board, Parsons Kiwanis, and the Labette Emergency Preparedness Committee.

1.3 Asha Patel, BBA Director of Business Operations

Asha Patel, BS, is the Director of Business Operations at LCMHS. She joined the organization in 2006, became Office Manager in 2015, and moved into her current role in 2017. 

She has a Bachelor’s in Business Administration from Pittsburg State University, earned in 2000. Originally from India, Patel has been a part of the Parsons community since 1996. 

1.4 Dr. Kenneth Williams, MD Medical Director

Dr. Kenneth Williams, MD, is the Medical Director at Labette Center for Mental Health. 

He oversees the medical care provided, ensures high-quality treatment, and guides the clinical team. 

His role involves implementing best practices and developing treatment protocols to meet patients’ needs effectively.

1.5 Robert Queen, LSCSW, LAC CSS Director Outpatient Therapy 

Robert Queen, LSCSW, LAC, is the Director of Community Support Services at Labette Center. 

He started in 2015 as an adult case manager, earned his Bachelor’s in Sociology with a focus on Addiction Counseling in 2018, and became a Licensed Addiction Counselor in 2019. 

He became the Behavioral Health Court Clinical Liaison in July 2021 and the Director of Community Support Services in January 2022. 

Queen is involved with the National Association for Alcoholism & Drug Abuse Counselors and the Kansas Association of Addiction Professionals, with expertise in substance use, psychotic disorders, bipolar disorder, depression, PTSD, and trauma.

1.6 Jessica Ramsey, LSCSW CBS Director

Jessica Ramsey, LSCSW, is the Community Based Services Director at Labette Center, a position she started on July 25, 2022. 

She has been with Labette Center since 2004, taking on roles such as Children’s Case Manager, crisis therapist, and outpatient therapist. 

She also worked as a Juvenile Intake Officer and as a Behaviorist at Labette Health Family Practice Clinic in 2016. 

A Parsons native, Ramsey earned her Bachelor’s in Psychology and a Master’s in Human Resource Development from Pittsburg State University, and her Master’s in Social Work from the University of Kansas in 2014. 

She is certified in Positive Behavior Support and is committed to enhancing services and outcomes for both youth and adults in Labette County.

1.7 Peter Smith, LSCSW, LMAC Clinical Director

Peter Smith, LSCSW, LMAC, is the Clinical Director at the center, a role he began in 2023. Hailing from Parsons, KS, Smith graduated from Labette County High School and served four years as a Fire Direction Controlman in the Marine Corps. 

After his service, he completed a Bachelor’s in Social Work from Pittsburg State University and a Master’s in Social Work from Washburn University. 

He became a Licensed Master Addiction Counselor in 2018 and an LSCSW in 2020. 

He is skilled in Critical Incident Response, EMDR, Trauma-Informed Care, CBT, and Motivational Interviewing, and specializes in substance use, PTSD, and anxiety.

2. Medical Team

2.1  Dr. Jose Bogantes, MD

Dr. Jose Bogantes, from Costa Rica, completed his medical training at UCIMED and specialized in General Psychiatry in 2012. 

He then did a fellowship in Child and Adolescent Psychiatry at East Carolina University, where he was awarded the Child and Adolescent Award in 2013. 

With experience as a Medical Director in North Carolina and over four years in outpatient behavioral health, Dr. Bogantes is fluent in English and Spanish.

2.2 Elizabeth Garton, APRN

Elizabeth Garton, APRN, has been with LCMHS since 2015, offering psychiatric services to adults via telemedicine. 

A Southeast Kansas native, Liz has worked in mental health since 1999 and earned her degree in Psychiatric Mental Health Nurse Practice from Wichita State in 2007.

3. Outpatient Services Team

3.1 Rebecca Gray, LSCSW

Rebecca Gray, LSCSW, has been with LCMHS as the Emergency Services Coordinator since October 10th, 2011. 

Growing up in Labette County, she attended local schools and graduated from Labette County High School in 1992. 

She later earned an Associate’s degree in Sociology from Labette Community College in 2008, followed by a Bachelor’s in Social Work from Pittsburg State University in 2010, and a Master’s in Social Work from Washburn University in 2011. 

Rebecca became a Licensed Specialist Clinical Social Worker (LSCSW) in 2016. She gained valuable experience at the Children’s Advocacy Center in Pittsburg and Four County Mental Health Center in Independence. 

A member of the National Association of Social Workers since 2009, Rebecca enjoys spending time with her husband and three children and helps manage the family’s cattle ranch.

3.2 Liana Dickey, LMSW

Liana Dickey, LMSW, joined LCMHS in 2023 as an Outpatient Therapist offering telehealth services. 

Originally from Salina, KS, Liana has lived in different parts of the country and has experience working with people of all ages and those with developmental disabilities. 

She holds a Bachelor’s degree in English and History from K-State University and a Master’s degree in Social Work from Washburn University.

3.3 Mark Gardner, LAC

Mark Gardner, LAC, has been with LCMHS since 2007, where he specializes in helping people with substance abuse issues. 

Originally from Parsons and Denver, Mark moved back to Parsons in 1988 and graduated from Parsons High School in 1990. 

He has an Associate’s degree in Criminal Justice from Labette Community College and a Bachelor’s in Psychology from Pittsburg State University. 

Certified as an addiction counselor in 2007, Mark is also a member of the National Association of Alcohol and Drug Addiction Counselors. 

He is skilled in various techniques, including Cognitive Behavioral Therapy and Motivational Interviewing, and focuses on substance abuse treatment, DUI assessments, and tobacco cessation.

3.4 Emily Eagle, LMLP-CB

Emily Eagle, LMLP-CB, began as an intern at LCMHS in January 2023 and became a full-time employee by May. 

She earned her master’s in psychology from Pittsburg State University in December 2023 and received her LMLP-CB designation in January 2024. 

Originally from Chanute, Emily studied at Neosho County Community College before completing her Bachelor’s in psychology and counseling at Pittsburg State University. 

Before joining LCMHS, she worked with children with autism using ABA therapy from 2019 to 2023.

3.5 Mark Mikel, LSCSW, LCAC, KCGC

Mark Mikel, has been a part of LCMHS since 1992, starting as a case manager for children before moving into roles as an outpatient therapist and substance abuse counselor.

He is trained in Critical Incident Response and Trauma-Informed Care, and his work focuses on helping people with issues like PTSD, anxiety, depression, and personality disorders.

Labette Center Achieves Provisional CCBHC Certification

Labette Center for Mental Health Services has secured provisional status as a Certified Community Behavioral Health Clinic (CCBHC) and is expected to achieve full certification by July 2024.

This development will significantly enhance the Center’s capacity to provide integrated care, addressing both physical and mental health needs. 

As part of a federal Medicaid initiative, CCBHCs focus on intensive care management to ensure comprehensive, coordinated treatment for individuals. 

Kansas is leading the way as the first state to mandate that all 26 of its Community Mental Health Centers achieve CCBHC certification by July 2025, setting a national precedent.

Labette Center Provides Comprehensive Mental Health First Aid Courses

Mental Health First Aid (MHFA) is a practical training program that teaches individuals how to identify, understand, and address mental health and substance use concerns. Labette Center offers MHFA courses tailored for adults, youth, and teens.

Originally developed in Australia, MHFA is now utilized in over 25 countries and adheres to evidence-based guidelines, offering continuing education credits. The program now includes various formats:

  • In Person: 8 hours for adults and 6.5 hours for youth, accommodating 5 to 30 participants.
  • Blended In Person: 2 hours of online learning followed by 5 hours of in-person instruction, with online components completed beforehand.
  • Blended Virtual: 2 hours online plus 5 to 6 hours of virtual learning.

The courses are suited for different audiences:

  • Adult MHFA: For those supporting adults in mental health crises.
  • Youth MHFA: For those assisting young people aged 12-18.
  • Teen MHFA: For high school students in grades 10-12 to help peers with mental health issues.

Labette Center’s instructors are certified in specialized areas such as rural outreach and public safety.
